Anotace

There is already a large consensus in Slovenia for involving the private sector in communal infrastructure financing. However, there is presently no global strategy for translating this consensus into practice. This study contributes toward a better understanding of communal infrastructure investment issues in Slovenia, especially the main bottlenecks in this area, and discusses policies aimed at increasing the volume of communal infrastructure investment. The study has three specific objectives: to give an overview of the existing institutional, legal and regulatory environment for communal infrastructure development; to provide a detailed analysis of communal infrastructure investment; and to discuss policy measures for increasing the volume of communal infrastructure investment. This paper also provides responses from a detailed questionnaire on communal infrastructure investment and includes 26 local communities in Slovenia. This study provides information of importance for those seeking other sources of financing to support and expand the communal infrastructure essential to Slovenia's economic development.
