Relations between different levels of government are complex and in a constant state of change. This reflects the many, often opposing, pressures influencing the distribution of functions, powers and resources across tiers of administration. Managing these relations is an increasingly important and challenging aspect of public sector governance. This report breaks new ground by mapping out, in broadly comparable terms, the current situation in 26 OECD Member countries (covering both federal and unitary systems). An introductory analysis examines evolving tendencies and the driving forces behind them. Key questions raised include how to ensure coherent national strategies remove unnecessary duplication and overlap obtain better value for taxpayers' money make services more responsive to local needs and empower citizens to participate more in decision-making. The implications of changing patterns of responsibility, in particular for central management agencies, are explored in terms of control, accountability, co-ordination and consultation.
