This book has never purported to provide a comprehensive description of all the agencies to which the process of international organization has given rise, or a history of their programs and activities. Rather, it has represented my effort to think systematically about the theoretical bases, the evolutionary trends, the perennial problems and limitations, and the emergent potentialities of international organizations, particularly those constituting the United Nations system.
