The alarming number of troubled children and the distress and exasperation these children pose to their families and those around them are areas of deep concern. Research suggests that approximately one in ten children aged 10 years in urban settings, and one in 12–13 of those in rural settings, display serious disorders of behaviour. Many are vulnerable to becoming involved in the Juvenile Justice System, and a significant proportion move into the Adult Criminal System.
