The creation of such a regime, referred to under Gorbachev as a "Conference on Security and Co-operation in Asia" (CSCA), had been promoted by the USSR since the 1960s, but the concept was dismissed by Asian governments as unworkable or as Soviet propaganda. With the end of the Cold War, the idea is now receiving serious consideration in the Asian region and could well come into being during the 1990s. The authors assess past Soviet CSCA proposals and discuss the shortcomings of the CSCA concept that are preventing its acceptance. They also analyze current prospects for a regional multilateral security regime for East Asia - starting with a subregional grouping for Northeast Asia - and conclude with practical policy recommendations for implementing such a regime in the post-Soviet world order.
