Early publications are scrutinized for key concepts that are then discussed in the context of recent literature. The authors present a state-of-the art discussion of concepts such as regional networks and social capital. The learning region is introduced as a theory to explain how regional actors perform regional learning. Contrary to competing theories, this gives the learning region a relational approach.
