This book constitutes the refereed proceedings of the Second International Workshop on Quality of Future Internet Services, QofIS 2001, organized by the European COST Action 263, in Coimbra, Portugal, in September 2001.The 22 revised full papers presented were carefully selected during a competitive reviewing process from a total of 87 submissions.
