A market-based approach to environmental management relies on the creation of incentives to producers and consumers to make better use of resources. Economic instruments together with regulations and voluntary agreements can all be part of this strategy. This report presents expert views on the relevance and requirements of various economic instruments in developing countries. It draws attention to promising policy experiences as well as to areas needing further analysis by aid agencies.
