Anotace

East Asia has had the world's highest rate of economic growth over the last decade. Within the region, migration has become an important part of the debate on international economic relations, hitherto centered mainly on trade and capital movements. This report examines the concerns raised by international migration in Asia. These concerns mirror those that have evolved over the years in OECD countries: the need to monitor and control adedquately migration movements to combat illegal migration to manage migration flows in accordance with both labor market requirements and the ability of receiving countries to absorb foreign workers and to give greater emphasis to the migration of temporary and skilled labor. This publication presents recent developments in migration in Japan and eight non-Member countries (China, Hong Kong, Indonesia, the Republic of Korea, Malaysia, the Philippines, Singapore and Thailand) which were discussed at a seminar organized in Tokyo jointly by the OECD, the Japanese Government, the Japanese Institute of Labour, and the ILO. It analyzes the major structural changes in the labor market of several Asian countries and their impact on the scale, nature, and direction of the migration flows. Other topics addressed relate to the orderly movement of workers, the status of immigrants, and the forms of international cooperation that would help to generate more job opportunities in sending countries, the only adequate response to increasing migration.
