Anotace

High taxes paid by and for those in work and high benefits received by the unemployed are often blamed as the major causes of unemployment. This book reviews the evidence and discusses recent reforms which hope to make the tax/benefit system more employment friendly. It contains a detailed cross-country analysis of the benefits which are received by those out of work, including not only unemployment insurance benefits, but also family, housing, social assistance, and child-care benefits. It therefore gives a much more realistic picture. The study includes recommendations on how tax and benefit systems should be reformed. Many new schemes have been introduced in OECD countries which encourage part-time work reduce uncertainty over future incomes or ease the transition from unemployment to work. New databases allow these reforms and others to be evaluated.
